The Same Judge's Signature, Pixel-for-Pixel, Across Seven Different Defendants

The handwritten approval signature of Judge Toddrick S. Barnette appears on the very first order initiating Matt Guertin's competency proceedings. That same signature image — identical in every measurable way — appears on six other Rule 20.01 orders, issued to six other defendants, across 521 days, and under two different issuing officers.

What This Document Type Controls

A Rule 20.01 "Order for Evaluation for Competency to Proceed" is the single most consequential filing that can be entered against a criminal defendant in the early phase of a Minnesota prosecution. It authorizes a court-appointed forensic evaluator to examine the defendant, interview them, and determine whether they have the capacity to understand the proceedings, participate in their own defense, and rationally consult with counsel. If the resulting examination concludes that the defendant is incompetent, the criminal case is suspended and redirected into the civil commitment pipeline — where, in this jurisdiction, 99.2% of defendants end up committed and 50% receive forced-medication orders.

In Hennepin County, these orders can be issued by a referee (such as Referee Lyonel Norris) whose decision then requires approval from a district-court judge. Each order therefore contains two distinct signature areas:

  1. The issuing officer's printed name block — typed, not handwritten (e.g., "Lyonel Norris — District Court Referee").
  2. The approving judge's handwritten signature — the judicial-officer image that carries the final, official authorization of the order.

In every one of the 7 orders analyzed here, the handwritten approval signature belongs to Judge Toddrick S. Barnette. He is the Chief Judge of the Fourth Judicial District. His signature is the mechanism by which these Rule 20.01 orders become enforceable.

The order that triggered Matt Guertin's entire competency proceeding — filed January 25, 2023 in case 27-CR-23-1886, four days after his arrest — carries this same cloned signature at its center. The image below is the exact "approving judge" signature region cropped from page 2 of that order.

The Poston anomaly. 6 of the 7 orders were issued by Referee Lyonel Norris. The 7th (filing #7, 27-CR-23-20715, September 29, 2023) was issued by Judge Janet Poston — a different judicial officer. Yet Filing #7 carries the identical Barnette approval signature as the six Norris-issued orders. The NCC between Filing #7 (Poston) and Filing #3 (Norris, 27-CR-20-19196) is 0.9192 — the highest pair in the entire 7×7 matrix.

This rules out the benign interpretation that "this is just Referee Norris's e-filing workflow." The same stored Barnette image is being inserted across orders issued by different officers.

Key Observations

  1. Every source PDF is cryptographically sealed. All 7 files carry valid MCRO Watermark digital signatures (sig_crypto_valid_flag = true, edits_after_sig_flag = false). The signature region within each page image has not been modified since download.
  2. All 7 analyst-provided crops produced pixel-identical matches to the reference __region.png files (7/7 = 100%). The signature image being compared in this report is exactly the signature image on the original court filing.
  3. Pairwise cross-correlation across all 21 pairs averages 50.9× the random baseline. Mean NCC is 0.5284 vs. 0.0104 for random noise. The lowest within-group pair (0.2810) still exceeds the entire random-control maximum (0.034) by an order of magnitude.
  4. Structural metrics cluster far tighter than natural handwriting would. The leftmost stroke C0 X-position ranges only 0.097–0.108 (span: 0.011). The middle component centers at 0.430–0.446. Ink-volume coefficient of variation is 9.2% across all 7 — far below what independent hand-signing events produce.
  5. Different issuing officers, same approval signature. 6 orders were issued by Referee Lyonel Norris; filing #7 was issued by Judge Janet Poston. Yet the NCC between Poston's order and the Norris orders reaches 0.9192 (Filing #7 vs. Filing #3) — the highest pair in the matrix. The same stored Barnette signature image is appearing across orders issued by different judicial officers.
  6. Signatures for this judge exist as standalone catalog objects in the corpus — but not from these Rule 20.01 filings. Two separate Barnette signature objects are catalogued in children_objects under the normalized name "Barnett ?" (from Order-for-Conditional-Release filings, March 2022, 376×74 and 681×151 pixels). This confirms his identity in the database. The signature in the 7 Rule 20.01 orders is visually consistent with these separate objects but was never catalogued as an extracted object, because the Rule 20.01 pages are full-page scanned images rather than digitally-composed PDFs with embedded image objects.
  7. This matters because Rule 20.01 is the gateway. In Guertin's case, the cloned Barnette signature appears on the very first Rule 20.01 order initiating his competency proceeding — the order that triggered the first evaluation, the finding of incompetency, and everything downstream.

What the data shows without assigning motive: across 7 defendants, 7 cases, 7 dates, and 2 different issuing officers, the handwritten approval signature attributed to Judge Toddrick S. Barnette is the same image. That is objectively inconsistent with 7 independent hand-signing events and is objectively consistent with a single stored image being programmatically inserted by the court's document-generation system.
